Green Committee Meeting: Briefing on Proposed GHG Rule
On November 14, the FAR Council published a proposed rule, “Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk,” which would require certain Federal contractors to report greenhouse gas emissions and climate-related financial risks, and to set targets to reduce emissions.

As proposed, the rule would require all contractors with more than 7.5 million dollars per year in Federal obligations to report direct greenhouse gas emissions (Scope 1 emissions) and emissions from their power consumption (Scope 2 emissions) on an annual basis. Contractors with more than 50 million dollars in obligations would be additionally required to report value chain emissions (Scope 3 emissions), submit an annual public climate disclosure that identifies climate-related risks to their enterprise, and set science-based targets to reduce greenhouse gas emissions.

To help our members better understand the rule and its potential effects, we will be hosting a virtual briefing on December 12, 10:00—11:00AM EST, with Paul Freeman, Partner, Crowell & Moring, an expert on environmental law and government contracting. After the briefing, the Coalition will collect member feedback and develop comments to the FAR Council on the proposed rule through its Green Committee.
